I threw my last 80 AP on him in the last cycle and he eventually signed.

I think I've figured out the signing issue. I believe you have to recruit them enough to unlock home visits in order for them to sign. I didn't get 100% on that until the last period when he signed with me.

That’s possible. I may have just never seen these instances because of how I was recruiting, at A+ and especially with effort from the first session, you just aren’t going to have guys where you have enough AP to unlock scholarship + the actual scholarship that doesn’t get you to very high consideration on the last day, even if you’re starting late. I am sure that he would have eventually signed with you in that instance, even with no more effort, but you do run the slight risk of someone coming in late in that situation. At the last cycle players will sign with teams at moderate, if there is no one with open scholarships above.

I was just thinking he didn't want to move from Hawaii to Virginia and be right on the border of West Virginia. He did have "Near Home" as a preference. So I had to do a little extra persuading.
