Wait but in order to enter the league you have to draft a team, so do I just create a team rn or what?

yes, you need to pick theme league 27616 to enter, and populate it with some temporary players. I just put my last $60 mil teammates into one.

So, the kicker, punter, and all 3 TE have to be less than $2 mil unless we use a wild card for one of them. Is that correct?

Your starting 2 WR and TE can be any price. Backup WR/TE are under $2 mil unless the wild card pick used for one. Yes, kicker and punter under $2 mil also, again unless you draft a 4 mil kicker., I doubt anyone will draft a barely-above-$2-mil punter.
