Remember......   I put all ballparks that were active from 2000-2010 as selectable.  MUST HAVE A BALLPARK FACTOR BETWEEN 0.94 and 1.06 INCLUSIVE.  I had 0.95 and 1.05 before, but that limited it to 22 parks.

The Parks ARE EXCLUSIVE.  First to enter the team, gets better choices.

There are over 30 to choose from.

I entered my team, but the system would let me have no AAA pitchers more valuable than $940K.

I had the same issue as well. When I chose the setting of pitchers between 1 mil and 1.5 mil, there were none available. 

there are also hitters over 1.5mil available at AAA (Karim Garcia for one) - I assume we just won't draft them?

Yes.  Thats correct.  You set the salary, and they will let you know who is available.  DONT DRAFT A PLAYER OVER 1.5 MILLION

I mase the setting Below Average for the AAA.  That made no pitcher over 900+K available.  But with the bench players you can draft and the AAA, you should be fine

AAA was there to help with fatigue.  Not be factors in everyday lineups, or major factors in the pen.  You could pick a AAA pitcher with 27 very good innings, or 50 average to below average innings.  These players were even there in the first place to help make sure a team didnt lose because their pairings were short PAs or IP.  Also allowed you to draft poor defensive pairings, and be competitive.  They were not there to play a major role for a team.

You can draft 100 million, Black mink.  Your 18 players you drafted in the forum couldnt be more than 98,600,000.   With the other 7, you can be at 100,000,000 but no AAA player may be over 1.5 million in salary

Your AAA players are in addition to the salary of the 25 drafted players
