I also think that it's not good for HBD as a whole if owners don't fill out their farm system and ML, yet I don't think the ability to sign FAs should end at the rule V, with the sim filling in team needs at that point.

I don't see how punishing a owner (by giving him a lesser coach than whats available) for not signing a coach by a designated time period is a good thing.
The coaches available were by passed by owners who signed coaches before the designated time period.

If 4 owners need a coach and the 4 best available is 81,80,78, and 53 one of them will get the 53. There is no perfect scenario but you come up with the one that appears to be the best scenario.

Look at the other side of the coin. Is it good that you can sit on your thumbs and do just as well or better than the coach who really works at it?

A coach with a core rating in the 50's isnt a punishment. He just isnt a great coach. The first few seasons of HBD if you didnt hire a coach you were assigned a coach from a different catagory (you need a hitting coach but instead get last year's pitching coach as a hitting instructor). Coaches with core ratings in the teens. Under that coach the players would decline all season. But, with a guy with core ratings in the 50's you wont see declining ratings.

So the system makes sense. Dont hire a coach and you lose the opportunity to see your players improve.

Well, since it's the holiday season, I'm in a giving mood. Here's what WifS should do(and it will never happen because it's too complicated to program):

Assign the best coach available, at his asking price, who is still worse than the worst coach hired.

As an example, let's say Arlen is the only owner who didn't get a FI. The best available is a 73. However, someone hired a 68. So only 67 or lower would be assigned. A 63 wants 750k. Arlen has 725k. Arlen can't afford him. So he gets the next in line who wants 725k or less.

That would keep owners from scavenging and picking up gold doubloons.

So, if you're REALLY upset about getting assigned a 53 FI instructor, and the biggest contract in the league is $3.5M for a 90 FI instructor, you can pay $3.6M for an 80 FI instructor.
