You won't lower the highest bid, there is just no way to do it unless you limit how much people can budget for prospects, which is part of the suggestion I made ($30M).
The blind bid would only work if it is in conjunction with the rest of the proposal I discussed. By having all the internationals available at the same time. If there are say 5 or 6 star IFA's, teams will have to make a decision on who to put a blind bid on, it's possible the "heavy" budget teams will all compete for 1 or 2 of those IFA's, if that is the case only 1 can win, shutting the other teams out and opening up the other IFA's to other teams.
It's not perfect, but it creates more competition and as the proposal I made suggests it minimizes the benefits of tanking by removing the guarantee a little that you will land a star IFA.
