No it's not true.
I would encourage Kev959 to learn how to look at user profiles.
Click on the name of any owner, it will pull up a screen and in that screen you can see how successful an owner is.

How can he begin to tell anyone what it takes to win when he has a poor track record and has never won anything.
That isn't to say that someone with a bad record can not be right, but when a person makes ridiculous statements and others disagree with them. Let's look at the facts.
It would seem to me that in order to advise others on how to win, you should show some competency yourself.
A vast majority of my teams were midseason take overs. I only have two full time teams. Maybe you should check the facts first. Pretty strong words there, rookie. I know this game just a bit better than you.
I don't care how many full-time teams you have.
If your belief is that you can't win without a team of all-stars you are wrong and do not know the game better than me.
Now as Mike pointed out, you may be involved in many tarded up worlds, where two teams make up 75% of the all-star team each season.
I hadn't considered that, and in those worlds you are absolutely correct.
The easiest path to victory in those worlds is to tank for 3-4 seasons and load up on IFAs and top 5 draft picks. Most of the super teams did exactly that to get where they are.
Get out of those worlds and join a decent one and you can win with a team full of role-players, if you can define those roles and fill them shrewdly.

Here's a guy that has done well for me for three seasons. I have had other owners scoff at him and say "I wouldn't claim that piece off sh!t of the WW".
I picked him up in S3 for under 600K because I needed a little more pop, and his d was decent enough. He wasn't an all-star but did help.
I then signed him for two more seasons at 1M per. Pretty solid performances over those two seasons providing me with .800+OPS for almost nothing.
Identify where you are weak and try to find good values to help in those areas.
