Things I like about this concept:

the 25% limit (and how ties are broken) -I would likely change the limit to 50%. Chances are both owners will not have the same amount to spend on the second rd. At this point it would be like a draft league where one team would win the draft lottery. How else could ties be done with out dragging it out or creating move overhead in running of the league? I know everyone wants all tools at their disposial to get every player they want , but if two owners spend all of their budget going after one player and one owner comes away with nothing wouldn't that hurt the league?

the specific years you are starting with, I think 59-60, 79-80, 99-00 would be better - I know we all want to start with the meat (Wilt/Bird/Magic era) But have patience we will get there. 


(1) If I place a bid on a player and don't get him (because of a tie-breaker or I'm outbid), do I get that money back?
(2) Take a look at the post by ashamael.  You're eliminating the primes of a lot of players.
(3) Prior to the 59-60 season, most of the player-seasons aren't particularly useful.

(3) I can agree with that. Those would be good seasons to kick this off.

Sounds good.  How would blind bids work with regards to who sees them and when, and who sees ur bids and when?

I would send off my bids to a secure email site then I would give everyone 5 days to send their bids to me. Once I have all the bids I would then share the results and give access to the secure email where anyone who wanted could verify the picks.

You would just send me your bids for the players that you want.

To recap:
1st Rd. - submit list of players you will bid on
2nd Rd. - bid on those players from your list only
3rd Rd. - bid on any players you want for which you have spots available
All other round same as rd. 3

Given owners a chance to see how many if any other owners are going after the same player. So an owner can rethink if they want to spend a lot of money on a player or if there is no other owners going after a player they can bid low. I still need to think about a way to protect owner from coming away with nothing. I'm thinking i may do that thru rolling out a group of players at a time.

There is NO mention of this procedure in your original post................you had us all very confused.
it's always been there.

Recruiting

Recruiting will be done via blind bid. This will give each owner a shot at every player available (recruit wisely). Bibbing will go as many rounds necessary to fill all of the open slots on all teams (I don’t expect more than 4 or 5). Recruit will take place after the mid-way point of the season (all-star game). This will allow plenty of time for recruiting approximately 5 to 7 days per rd.

Bids can be made in whole dollars only. You must bid (at least $1) on exactly as many players as you have open scholarships. You may not spend more than 25% of your initial recruiting budget on any single player in any round of recruiting.

The first round of recruiting each owner will submit a list of players they will recruit. Again this must equal the number of open scholarships available on the team (for the initial reciting period this will be 12). In subsequent rounds each owner will blind bid on available players with the money they have available (do not go over or you bid will be rejected). The second round of bidding you must only bid on those players that were on the list you provided in rd. 1. You will not need to submit a list of players you plan on recruiting after the second round.  Any money spent on a player not won or tied will be returned to that owner for next round bidding.

They need to be separate so owners can see which players other owners will be bidding on before bids are actually placed. But maybe less confusion if owners sending their list of players  is not considered a round.

Thanks for the feedback everyone. It is clear this league is not going to get off the ground so I an closing it. Feel free to converse with me on sitemail if you would like to discuss and refine a concept. 

Hopefully an owner can create and move forward with a concept in our progressive leagues where teams are not rewarded for being bad and skill is required to manage a teams success.

Another concept would be by using a salary cap where I a player would go to the team offering the highest salary, but that team would have to take on that salary for a number of seasons.
