I generally agree with your take on HD, but I think you are way off on this one. If D3 is no fun, and D2 is no fun, D1 will never see those coaches. You couldn't "incentivize" them to stay for all the tea in China. WIS will make all divisions fun or close up shop; those are their only practical choices.
Spud hit the nail on the head...all levels should be fun. If you're struggling at the lower levels, and paying for the privilege, are you really going to stick around to pay to play at Maryland-Eastern Shore or Stetson?

Now, with that being said, I'm enjoying 3.0 at D3. I've had enough seasons of beta to be pretty sure I can recruit nothing but D2 and some lower-rated D1 guys while the newbies are learning the ropes. Successful Coaches at D3 are going to do the same. It's a different game now.
Don't forget that you can get any seed possible low-major or high-major now that budget is gone.

Perhaps we need to step back a minute and look at D3 in a different light. 3.0 was always "stated" as a new platform, and seble never hid the fact that the entire recruit generation process was being changed (updated).
I have never been good at math, but it stands to reason that Good Coaches will continue to create the "best possible teams" possible with the pool of talent they are drawing from. Yes, I have a current team in D3 (under my old tem316 username because I used that account in beta, and they gave me free season), and oh hell yes the pool of recruits is AWFUL. But in a vacuum, you still have superior players within that body who have potential to grow and develope. These first few cycles at 3.0 will do one of three things to D3:
1) Chase people away.
2) Chase old long time Coaches to D1 and D2 levels.
3) Lower the overall quality of the level as compared to higher divisions, but provide for a good experience to those players within D3. My original post was to point out that SOME D3 critics, are complaining about low Scouting and recruiting funds, while at the same time using their funds to try and pull down D1 and D2 players and NOT actually doing any D3 recruiting.

I am stepping back and looking at the "Big Picture", and I have not played multiple seasons at D3 in literal years. But I do see the D3 bar being lowered, and you will see in two or three years those D3 programs who are elite now, back on top with the "best players available".

I don't know what a stumblebum is, but the premise of what you're saying in this thread I agree with. why would someone waste their time getting to DI if DII AND DIII are no fun? especially when you consider most new coaches need 5-10 seasons at minimum to reach that level. if I spend 5-10 seasons at the lower level as a new player, and I don't enjoy it, I have no reason to believe DI is going to be any better.

If youre not having fun at D3 it has ZERO to do with players having worse ratings than players at D1.

I didn't find the D3 recruits awful. Pick the world, pick the team, I will take a team, recruit nothing but d3 players and win a NT game within 3 seasons.

D3 recruits in Smith were awful.
Anybody that is going to win at D3 now will be recruiting mostly or exclusively at D2 and D1.

What you are implying here, is that you have a problem with the recruit generation in Smith. So what I would do is change your team to gain the most advantage out of the current system.

Right so what I would do is go through a rebuild, and change my team if I was to go division 2/3 and try to take the most advantage out of the system possible.
