Not if you look at a map of Lake Erie and see the specific area I'm talking about. There would literally be no where to go but into the US if you were in that area of Ontario.
They would eventually be able to return to other provinces, The country is one of the largest in the world and habitable areas would still remain within its borders. Canadians seeking safety from a fallout of such nature would eventually be able to return to unaffected parts of Canada. Medicare would remain effective. If they decided to give up Canadian Citizenship for US they would most likely lose Medicare.
Do you remember the 911 crisis as it unfolded? Halifax and other eastern communities accepted the diverted flights and passengers destined to various points in US landed in eastern Canada. The attacks to the Trade center and pentagon caused air traffic to US to be Shutdown. People from these flights were treated with respect and all possible assistance within reason was provided. Food, Lodging, Universities opened their facilities to the max, and many families opened their homes to lodge and assist people stranded in Canada because the US was under attack. After a week or 2 these travelers eventually got where they were going. But, how many of these people stayed in Canada almost none but they still visit.
Your simulation situation would play out in a similar manner in my eyes. To say that the US would refuse under such circumstances would be un-human.
