I think I can probably answer these question, based on my knowledge on how thejuice6 runs things...
If you have four teams or fewer teams, you need to select a team in each league.
If you have five to eight teams, you will have two teams in each league and they must be split into AL/NL.
If you have nine to twelve teams, you will have three teams in each league, with no more than 2 teams in any AL or NL.
So, if you are picking more than once in the Top 8 draft, there is precedent for picking 2 teams in the same league (one must go in NL, one must go in AL), since you will have more than 4 teams in round 5 and thus can still be assured to get your other teams spread evenly. Somebody with three teams, picking twice in the Top 8 could not pick two teams from the same league.
Thejuice6 has an algorithm that is based on your team's ranking (if you have a team ranked 15th, and there are 4 leagues, that team will be picking 4th in one of the leagues, as well the teams ranked 13th, 14th and 16th). This algorithm also splits up the multiples teams (of one owner) into different leagues, and generally speaking, it drops team into leagues that are unfilled by your previous selections and generally (although not always) follows the same pattern as the early selections.
Example, Let's say I have two picks in the Top 8, then my next picks are 36, 40, 50, 52, 78, 90
I pick a team in league 1 and league 4 with my two Top 8 picks. My pick #36 and pick #40 will almost certainly end up in leagues 2 & 3. My picks 50 & 52 will likely end up in leagues 1 and 4 (not necessarily in that order) and 78 & 90 will end up in leagues 2 & 3 (although, not necessarily in that order).
The goal of the algorithm is to spread out the teams into different leagues while also not having one person having multiple picks in one league that are in close proximity to each other (unless it cannot be helped). If I have 5 teams all within a few spots of each other, then I will almost certainly end up with two picks in a row in one of the leagues.
If I instead chose to use my two Top 8 picks on teams in League 1, then picks 36, 40 and 50 would be spread out in leagues 2, 3, 4, as would picks 52, 78 90. But pick 52 probably wouldn't be in the same league as pick 50.
