World Chat is a public bulletin board in a busy transit location. There's all kinds of ****, turds, crap, band flyers and the rantings of lunatics. 

******** about players being posted under a certain overall rating: 

A.) is stupid because overall ratings are stupid and so are the people who look at them seriously.

B.) is the kind of thing that probably annoys the **** out of someone in your world. "Oh ****, here goes booger with the don't post bad players bullshit again. What a turd."

Sometimes the world chat is used for strategic purposes.  That can be a lot of things...posting a marginal player, questioning an owner's move, testing league rules, etc.  I don't think there is a world chat etiquette.  I think every owner can use it however they see necessary provided they don't break WIS policies.
