Just a thought, how many mid-major coaches actually stay at mid-majors for 8-12 seasons, which is how long it probably takes to get a mid-major's prestige up high enough to go for top tier of recruits? My guess is, not many? I have seen coaches rebuild a mid major or even a bottom tier D1 team (D baseline) into B or B+ and then jump ship to a Big 6 conf. There is alot of self selection involved here. I'm not saying recruiting pool isn't the problem (I wouldn't know since I have yet to play D1), it very well could be; but a different issue is that successful coaches that are capable of building up a team in a mid major use the mid major as a stepping stone to a better conf.
CUSA in Rupp makes a pretty strong case that mid majors probably can compete with the right group of coaches. Marshall went to elite 8 (lost by 2 to the #1 ranked Illinois) and is now sitting at B+ prestige. I'm fairly certain Memphis is going to be B/B+ after this season as well; there are also several B-/C+ teams in there that can make a prestige jump this season.
With all the top coaches flocking to ACC/SEC/Big East etc. rather than playing in mid-major, of course the mid-majors are going to be extremely weak and be way behind in recruiting cash.

and lots of successful low/mid programs. Even with plenty of coaches looking to move up, the two are not at all mutually exclusive.
And while it's true that I have Marshall up to a B+ and iguana will no doubt have Memphis rocking and rolling, the point people are making is that should be a bit more possible to achieve for coaches other than someone as strong as iguana, etc. Our situation is different than what you'll find in any other non-BCS conference.
