What does "no twisting" mean?

I'm guessing on the divisions. I think 20 of the teams are obvious, and then Atlanta, Miami, Orlando and Charlotte can all either be Atlantic or Central. Two have to go to each of those 2 divisions.Orlando and Charlotte are more inland than the Florida teams, so I put them in the Central with both Florida teams in the East. We'll see if the commissioner concurs with this alignment.
