He not only won't improve, he'll likely go down during the offseason in ratings that you really care about. I tried a 1 WE once - never again.

Preety much anything below 20 I don't even bother unless his ratings are already where they need to be. You'll never be more disappointed to recruit a guy with awesome potentials and see them all still as high potentials in his senior year.

He will slowly get worse.  I have signed them before.  If their ratings are awesome and they are useful as is, go for it.  You can sign em cheap usually.  They just never improve (except for IQ)

basically what everyone else said. If his cores are good now and can afford a few point drop over the next 3 seasons, go for it. Any gains (if there are any) over the season will be wiped out and then some usually in the offseason, but you only have 2 offseasons to worry about...

I've had a couple of PGs with single-digit WE who did just fine for me.  Usually they'll be career backups, though, since anywhere but high D1 you don't tend to bring in recruits that immediately look like starters on a good team.
