I thought it was on the cycle signing starts but I got some new messages on the 2 AM cycle AFTER signing?

I've had them drop on the last day, as late as 8 a.m.

yeah, I think the latest I've seen them is 11am ET on the final day of recruiting.

I try to get recruits considering me before the last day of signing since the SIMs really start moving in on the left overs that day... and I certainly don't want to battle a sim for someone I like...
