First guy will be a #1/#2 pitcher on a playoff team. Picking him over a reliever, no matter how good that reliever is, is a no-brainer. You'll get twice as many innings each year from the starter.

First guy, without a doubt.  A good starter is always more valuable than a good reliever.  Given equal talent, pick the starter.  Even a Mariano Rivera is still a little bit inferior to a reliable #2 starter.

A #1/2 starter will be worth about twice as much in terms of WAR versus an elite reliever who is leveraged to the max each season.
