So there is this d2 guy only 20 miles away from me with pretty good (or at least decent mot enough experience to tell) potential that is considering no one every cycle for the last 8 (excluding the 2am) I have sent him a phone call and a home visit. And every time he sends me back a message saying your my backup option keep in touch and rejects my house visit. So just wondering what to do to get him to accept my house visit and drop down. Also signing starts in an hour.

I generally send a scouting eval or 2 along with a home visit each cycle until he signs.

Don't bother with home visits while you're trying to pull him down, since he can reject them.  Use 10 scouting trips (since he can't reject those).  If that doesn't get him to consider you, send 10 more next recruiting cycle.  Its rare that a recruit that you can pull down takes more than 30 scouting trips to consider you.

This. Although I generally do less if he doesn't get pulled down after the first ten scouting trips - usually four. But before you do anything else significant after finding out that he's a backup, you have to use the ten scouting trips and scholarship offer in order to pull him down.

agree, no need for another 10 right off the bat after the first 10.  Staging them in is the better move imo
