According to FSS, what are the expected growth in a particular stat for high, average and low potential?

High is 21+ (low-high is 21-28, high-high is 28+), Average is 7-20, Low is 0-7 (there are also two categories of low, but that doesn't matter much)

I've come to believe that the categories of low do matter.*  If a recruit comes in maxed out (low-low, zero growth left), he could lose points in that category during his career and he can *never* recover them.  I had a PG lose about 8 points of stamina over four years.  I submitted a ticket and was told, "Sorry, we can't fix that."

*I've still been too lazy to identify the messages associated with low/low high/low.
