I now have a few seasons under my belt and I'll be darned if I ever see significant player development.  Only an occasional Diamond in the Rough boost.  My players never seem to approach their projections.  I spend about $14 million on coaching and try to focus the majority of money on HC and PC.  Any advice?

Playing time, coaching and training.   You're screwing yourself significantly with 4m in training.   Training affects the physical ratings like power, range, arm strength, etc, etc. 

DitR are not something to rely on.

You should see a consistent development pattern from your 1st-2nd rd picks and any top IFA signings. For instance for hitters drafted highly I expect about 1 point increase in vR and vL for every regular season cycle, until the player is in their 4th season in which case it slows down dramatically and usually stops.

 Depending on your advanced scouting you may never hit any projections. I budget "0", sometimes they are way over-stated sometimes way under-stated.

Training and Medical should be as high as possible, I try and keep mine around 18-18. All of the other budgets (off the top of my head) can fall anywhere between 0 and 20 depending on your team needs.

While I have T/M at 20/20 in all my worlds, there is a faction that goes with 0 medical.  Injuries are devasting but that's the risk they're willing to take.   IOW, I'm not sure medical HAS to be as high as possible.    But most experienced owners jack up their training and keep it there.   It also slows decline in the physical ratings.

Those that are in the "medical doesn't mean anything camp" are the ones that cry the loudest when they get hit with those injuries.
