IFA won't sign- too much money Topic

I have never encountered an IFA (or any FA) who won't sign because I've offered too much money. Until now. It's end of the season and I'm drastically overpaying for a guy but twice he's refused offers because he isn't worth it.
Has anyone else run into this or figured it out?
