I'd be inclined put Perry-Caldwell 1-2, just because if either misses their projections by 5 points, Perry will still be an absolute stud, while Caldwell would only be above average.
If STA/DUR are your major concerns, it's especially relevant to know the ages of the prospects. For pitchers, 18 y.o. prospects commonly have a lot of room to grow in STA, while 22 y.o. draftees commonly grow much, much less. So for a 21 or 22 y.o., it's safe to assume little STA growth, but 18 and 19 yo., STA growth is much more likely. So if Perry is 18 or 19, he's likely to grow much more than 2 points.
