Melendez velocity and gb/fb make him a better pitcher, but you'd get 20(?) more IP/season out of Perez.  I'd go with Melendez.

I didn't comment because shobob nailed it perfectly.  +1.

I'd actually lean the other way, and not because of the extra innings (which could be more than 20). I actually wouldn't expect Melendez to be the better pitcher, inning for inning. He's younger, but not (IMO) better.

Oh, and unless this is the most pitcher dead World in history, I sincerely hope having the money to go "all in" on either of these guys does not mean you are anywhere near considering a max deal.

I'd expect Melendez to run an ERA of 3.10 - 3.20 in SEA in the AL, with Perez at about 0.3 worse than that.  Used carefully you can probably get 280-300 innings out of Melendez, and about 30-40 more out of Perez.  At that many innings those guys are each 5-6 WAR pitchers... I'd be pretty comfortable going $15M a season here and if my finances were right for it a max deal wouldn't be out of the question. 

But if you do go max, you have to juggle your rotation to get whichever one of them you end up with 45-50 starts, or starts with a long pitch count.

Both of these guys would be solid #1 SP in my (Season 9) pitching starved league. There are few all world guys but there is a big drop off after that. There will not be a real true #1 hitting the FA market until season #11.
