My best pitching prospect is21 years old and in his second year.  Because of injuries and salary issues, I may have to promote him to the ML.  Will this hurt his development or should I keep him in minors for another year or two to maximize his development,

The idea that promoting a player to the ML hinders development is a myth.  If he's ready to play in the ML, and this guy is, then promote him.  He will continue to develop just fine.

He's the real deal, put him right in the starting rotation and don't look back.

Yes. When I at first scrolled on them I thought maybe 50-60. I thought what the heck I wanna see. Then I got to 100,200 and still coming and it was like this is crazy but I might as well finish. LOL
