Do guys that have dropped down from D1 to D2 still show up if I do a search of D1 recruits?

sometimes, they'll be on both lists. But, usually, they'll only be on the D2 list

Is there a way to identify that he is a dropdown, other than having seen him on the D1 list earlier?

if the prospect is an incoming freshman and is ranked, he would start off as a d1 recruit (this may not be a hard rule, but i've never seen a ranked recruit on my d2 lists, and i consistently recruit with A+ prestige at the D2 level)

If I understand your question correctly, the way to identify a potential drop down is by calling him and having him tell you that you are a backup option.  And the way you identify if he dropped down is when you get a message that he's ready to consider you now, which will only happen if you've already put some money into him.

I don't know that that last bit is true, unless making the original phone call counts as effort as I have received many messages that players have dropped without spending any additional effort...

There are two ways to know. One is the way dan mentioned, calling them, getting the backup message, and then later getting the dropdown message. The other way would be to have seen them on the higher division search and then later see them under your division. Obviously the second way involves a lot more work, unless of course you are using one of the recruiting tools that has that functionality built in.
