I
s this normal in a 21 year old IFA- the lack of development was pretty surprising to me...

Assuming it is normal and not a function of something I did wrong- should I expect that trend to continue in his future development?

The development depends on makeup (80 is fine), coaching (which looked fine at AA) age (a 21 year old has theoretically already developed more than an 18 year old) and the player's "actual" projected.
You are getting 2-4 points across the board on everything except his pitches. 2-4 isn't that bad. His "actual" projected pitches might be exactly where it currently is, and that's why it's not moving..

IFA, develop, roughly and on average, like high school drafted players who have reached that same age, maybe a little better.  So a 22 yo IFA is about done, an 18 yo develops well.  A 21 yo will give you, on average, a season about like the one you just had and then just a couple points more.

I've document the development of my IFA over the years. I've never had an IFA over 18 years old who has hit my projections.
