If you have money carried over from the previous season you can FSS states anytime you want, so technically FSS is always open. But to answer your question, you get your new pile of recruiting cash the day after job changes close and the day before recruiting starts. For Allen this time, recruiting starts this coming Sunday so Saturday morning everyone gets this season's money and you'll be able to start FSS'ing states.
