At what point do you start to see a player's dropoff in effectiveness when he's playing out of position? 97%? 95%?

And is the level of dropoff documented somewhere?

They start dropping effectiveness at 99%...

It doesn't really seem like a huge deal most of the time even down to 97%.  People often will play McHale (97%) at SF in draft leagues because 97% of McHale is better than 100% of most guys at SF, for example.  Same thing with Durant (99%) at SG.
