I just traded for a 19 yo prospect in one of my leagues with some good potential.  The team I got him from rushed him this year.  He was drafted and in rookie last year, and the owner started him in High A this year, calling him up to AA after only 2 starts in High A.  After I traded for him I figured I should assign him to AA to prevent any damage of him being demoted a level.  So right now he is on my AA team.

I am thinking about having him play AA this season in addition to the next season since he skipped Low A and pretty much skipped High A. I am worried that this will prevent him from reaching his potential.  Am I going to have to call him up to AAA next year and then to the ML team the following year in order to let him reach his full potential?

I wouldn't worry about it.  I don't know what kind of projections you see but, with a best pitch of 52 in his second season, I can't see him making a difference.

But, to answer your general question, I often have players repeat AAA.  I've seen no ill effects.  Development seems to follow the same pattern.

30+ gain when he's already in his second season is gonna be tough to reach.    I'd look at mid 60s/mid 70s.   Which is about average MLB pitcher.   But his pitches might hit low 70s.    If he's a BL average pitcher, I'd be surprised.
