How does my prestige drop from a B+ to a B with a RPI of 28 with an A+ baseline prestige?  

im guessing because the reason it was a B+ was because of the Sweet 16, but now your last 4 years are:

NT 1st round
none
none
PI 1st round

whereas before it was

none
none
PI 1st round
NT Sweet 16

but I could be wrong

You S16s fell lower in the weighting. With the baseline nerf a while ago, A+ baseline just doesn't mean that much anymore.

yeah... its not said that much, maybe because baseline prestige is still enemy #1 to a lot of people, but this is definitely true from where i'm standing. i could barely feel the difference between starting at a b- with a b- baseline vs an a+ baseline school, to be honest, even before they lowered it. unfortunately, the baseline change didn't make a big difference at the lower end, where it actually makes a difference... but, even if it did, recruit generation would leave things in pretty bad shape. 

Makes sense looking back at things.  It just caught me off guard when I first looked at it.  

How do i know my teams baseline prestige? Is that just the prestige it was when I took over?
