Does it matter when you contact recuit and does it make it more/less effective, if so when are some good/bad times for contacting a recruit.

You get considering credit for contacting a recruit within the first 24 hours or so. The more effort you put in and the earlier you contact them, the more this credit will help you in the end with that recruit.
