what i am about to say comes from the forums or me asking the same question in PM's
For low prestige anything B or below I tend to wait until the day of signing day to avoid battles, you obviously are not going to get the best talent(but you probably wouldn't if you targeted them first as the higher prestige schools find them and get them and will beat you for them), but if you search they're many good players you can find that will be decent players and good enough to help build prestige up.
For spending on FSS i think aejones says around 20% and i tend to follow that or a little less like 15% otherwise you run out of money for actually recruiting players. Then its about evaluating talent, which you need to look at ratings/ potentials/we I believe for D3, aejones guide is 120 combined ath/spd for guards so for example 60 ath/60 spd. and to avoid players who won't find their way above a defensive rating over 30 unless they are a high perimeter threat who would be coming off the bench, but if starting would allow many to and foul alot.
Once you have found players and it is nearing signing cycle generally before 5 pm cycle send 2 hv + scholly or a cv+ scholly and most players will consider you if they aren;t being pursued by anyone else. 2 HV+ scholly is best when recruit is under 360 miles before it becomes very expensive. For approaching farther recruits there is the 40/40 method of sending 40 phone calls to recruit and 40 materials, this is lesss effective in getting a recruit to consider you but makes more economic practicality.
You can still get pulldowns/dropdowns with a lower prestige(I've never tried pullingdown with lower than a B-, but again harder/more riskier/and can't get the best ones, first off you must call the players coach and receive a positive message such as "if top options don't fall through" and not a negative message like "i don't think I've heard him mention you positevely or chasing something you'll never get" the latter have no chance of being pulled down and will waste money, if you do get a message saying he is recruitable(their is a forum thread showing what all positive messages are) now with a positive message you have 2 options, pulldown or drop down:
Pull down: this recruit you have recieved a message saying he is able to be pulldowned(postive message) and to do so from D2->D3 it is generally 10 Scouting trips and a scholarship offer.
Drop downs are players that also send postive messages but do not get attention from the division they are trying to play in and then will follow up with a message like "hey coach my top options didn't fall through hit me up" this player can then be recruited like a normal division player ex. 2 hv scholly.
Once a player is considering you, and wots talks about you, "he is getting attention from your school but not 100% sold, or early frontrunner" you don't necessarily need to spend more money to make him like you stronger until signing, as long as another school doesn't come in.
For Wots it is important to know what they mean there is a thread that shows what they mean, for example school a is *tight* with recruit, means school a has a very high chance of signing him and you are far behind. if he is being apporached by 2 schools and is struggling between them whichever school that appears first is ahead, for example he seems to be struggling between school a and school b, means school a has the advantage but school b is not too far behind.
If you do decide to battle higher division schools always have a priority for a recruit, for example if school a is D2 and school b is D3 and both go after a same recruit, school a has the better chance of landing him barring school b throwing absurd amount of money at him. Likewise higher prestige schools have a better chance at landing a player as an A+ school will have better chance landing a recruit than a C+ school. human schools are harder to battle with and generally sim schools are easier(unless a division above) or you run into a wierd situation like I just did.

it's easy for people to click your name find your school and recruit players you are targeting knowing whether you can match them in funds if a battle arises. so you might want to reconsider what he said as he is trying to help.
