Proposed Rules for Crash Davis future seasons
Rules:
1.  High School, College and International Scouting, Coaching and Prospect budget restrictions:
     1st pick in the draft maximum $6M in each category.
     2nd pick in the draft maximum $7M in each category.
     3rd pick in the draft maximum $8M in each category.
     4th pick in the draft maximum $9M in each category.
     5th pick in the draft maximum $10M in each category.
      Picks 6-32. $10M in High School, College and International Scouting. No restrictions on Coaching and Prospect budgets

     Purpose: To make the draft less predictable and to replace  MWR with an incentive that creates competition to win among rebuilding teams. For instance having the 5th pick and a $10M budget might be more advantageous than having the first pick with a $6M budget, in addition this would create more available transfer money to IFA budget for teams that finished better than 5th in the draft.

2. Trading Restrictions.
     No player with a salary at $500K or greater may be involved in a trade for a player with a salary of $499K or less.

Purpose: To prevent trades that would effect the balance of power by exchanging 4A type players for Major league quality or the exchange of high quality minor league players for marginal ML players especially those trades involving inexperienced owners.


If implemented these rules would begin in season 27 to allow all owners a ample opportunity to comply.

While I'm not in Crash Davis, my first thought is that this has a lot of merit in leveling the playing field in terms of incoming talent distribution.  Though I don't see why it should not be use in conjunction with a MWR as opposed to as an alternative to a MWR.
