Presuming he, whomever he is, is recruit able by you I've seen pull downs take as much as in the twenties before on scouting trips.

I had a 4 star who took something like 40 before he considered me. This was at a C+ (and the dude was super close to me).

Yeah, it finally took me 27 STS. I am at 22 STS on another recruit, still unconsidered. I guess it goes with the quality of the recruit.
