Could someone point me in the direction of the fair play guidelines for HBD.  I would assume they're in the knowledge base somewhere, but for some reason I can't seem to find them.  I'm taking over a commissioner in a world and we have question about an owner who hasn't kept his minor leagues in any semblence of order over the past few seasons.  His teams on average have won a game or two a piece for several seasons.  I have guys who want to address the issue but I need to find the official fair play rules to see what the next steps are.

And on a totally separate note, does anyone know how to create a blog/attach a blog to a world that doesn't have one?  I'd like to start a blog for the world I'm taking over but I can't seem to find any information about how to do that either.  I'm thinking I might have to wait until I'm officially made commissioner before this option becomes available?  Any assistance would be greatly appreciated.  Thanks in advance!

You won't find anything about minor league teams.  But, if it's a private world, you can create private world rules. 

I think you have to contact customer support about the blog. They can add a button to the world home page. I'm not sure if they have any rules about it.
