How do you know they will report?

What do you need to do so they report?

When do they report in the signing period?

It's the first time I am going for one.

you don't know until recruiting ends and the players show up on your roster, or for these kids, sometimes don't.

spending more effort increases (to some degree) the likelihood the report.

I've signed 3 ineligible guys (ever), only 1 actually showed up. Seems to me like less than a combination of 3 ST, 5 HV, and a CV effort wise and the guy isn't going to show up.

Yeah, I sent more HVS and CVS to make sure he showed up. I have him on my page, in the list of players. So does that means he will remain there? The signing is done now.

That's means you signed him and nobody else can, but it doesn't mean he's going to show up.  You won't know that for sure until after recruiting when the recruiting class shows up on the roster.  He'll either be with your team then, or you'll have a walk-on.  Even if you get a walk-on you would get your 25% carry over assuming you have no other walk-ons.

Ok. Thanks PIMAN. Cause my 25 % carry over is a lot of money. I feared if he did not show up, I'd lose all that.

I am starting to think that at D1, the conference prestige may matter here. I have recently signed a couple of good ineligibles with a team in a high prestige conference, but when I was at Marquette, I spent over $16 k on a guy and he didn't show. Also at marquette, I had another guy I didn';t spend much on, and he never showed up either. This could also be a fluke, due to the small sample size.

At DIII there arent any ineligibles.

The only other differences relate to whether they stay a 5th season.

You can get them to show up for much, much less than this. I've had too many to count sign and show up simply by offering a scholarship, guaranteed start, and sending one phone call. Now this may have something to do with the prestige of the team, the individual player, or maybe some combination of both of those two. But it's not uncommon to have them show up as cheap as this, at least in D2 and D3.

check the FAQ: 

Not all players will pass the WCAA Initial Eligibility Clearinghouse requirements. What that means is that for DI and DII recruits, they must meet both GPA and SAT score requirements. In DI and DII, the requirements are on a sliding scale, the lower the GPA, the higher the SAT score requirement. To play at DIII, the recruit must only have a high school GPA of 2.0 or higher. 

If a recruit does not qualify, he may or may not still attend your school as they have to pay their own way the first year. They can not be on scholarship and they can not practice (although they will reserve a scholarship for the next season). At DI schools, the player will only have 3 years of eligibility (depending on their collegiate gpa, they may be granted a 4th year of eligibility if they maintain a 2.7 cumulative GPA or higher) - in both situations, if they choose to play their 4 year of eligibility they will be playing as 5th year Seniors. At DII schools, the player will have 4 years of eligibility. In both situations, they will be eligible to play beginning with their sophomore year, assuming they have a cumulative GPA of 2.0 or higher after their freshman year. 

A recruits profile will show if they are eligible or not according to the Clearinghouse requirements - keep in mind that the Clearinghouse only governs DI and DII schools. A player who is listed as ineligible may still be eligible to play immediately in DIII. Recruits who are not eligible will be taking the SAT throughout the season leading up to the next recruiting period. If you are watching that recruit, you will be notified by your assistant coach if he becomes eligible.
