Exactly -- a guy who is all blue but a 1 WE will never fulfill those potentials and sends his life sitting around going "I coulda been someone. I coulda been a contender. Instead of a bum, which is what I am." (okay, wrong sport, but still...)
Basically though you need to find the balance point between how much WE the kid has, how much playing time he'll get early and how much growth he has in order for him to reach his potentials. For me, I try not to look below a WE of 30 if it's a player I need to develop. If its a player I like the numbers on just as they are (generally transfer or JUCO types), then I'll take lower, but at that point I'm considering any development to be bonus points.
