I am in the second year with a new team. I want to cut a player I recruited the first year. I have an A+ rep/ What kind of hit will I take?
How many seasons to recover?

Will probably drop to A or A-.  But your prestige won't take a hit.  So reputation only matters if you plan on switching schools. And even that has little impact unless it's about which DI schools you qualify for, or if you are applying to the same job as someone with an equal resume.

no.  only team prestige factors in recruiting.

At least that's my understanding.
