I'm at the start of my second year on my D1 team. I have an A+ rep. I want to cut a bad player I recruited my first year. How much of a rep hit will I take? How long will it take t get it back?

You'll probably drop to A- (maybe even just A) and it'll take 2 seasons to get back to A+.
