As can be noticed by looking at the way most experienced owners budget, adv is useless as it is.

Sure.   ADV is solely responsible for projections of any player NOT on a roster.     Your domestic/international scouting will still determine how many players you see but their projected ratings come from ADV rather than the scouting budgets. 

But everything has a downside.   Owners might punt all scouting and run 148m payrolls.  Howevr, as an added bonus, the owners who play the international game will need ADV if WifS ever implements my idea of all INT having one set opening demand.  I suggest 100k.   The good players will get bid up and the poor ones will be ignored.  As it stands, if my 1m INT scouting shows me a 4.5m demand, I'm pretty sure he's good.

Let's aim for the sky. What if you get less precise results based on your ADV? In some cases you might get a potential rating of A or B rather than a specific #. Perhaps there is even a middle ground where you get B+.

I'd also like to see something different for players you have. Perhaps the accuracy and precision is partially dependent on your minor league coaches.

I asked for 1-8 or 1-6 ratings a long time ago for all ratings.    Basically a 1 could be 89-100, 2 would be 75-88 and so on.    But that would require us to think too much, I guess.   If we saw two players with almost identical ratings but one is producing A/S results while the other is barely average, we'd have to determine if that 1/3/3/5/3 is the same on the 0-100 scale or if it's just been flukey results.
