When does the word on the street come out usually? Is it set or does it vary and do you get an email about it?

2 AM and 2 PM. It's found under the FSS tab on a recruit page, and you can only see it if you have scouted that state

Its actually something like 2:15 PM and 2:35 AM. Its not exactly when the cycle first runs. When it is posted it tells the time on it so you know if its new or the old one still.

I always thought that FSS just came out after all other elements of the cycle for all other world have finished running (which explains why it's so much later in the morning than the afternoon)

Yeah tarvolon, I think it must be the last thing that runs sitewide, including the simming of games. That would explain why the AM one is longer after the cycle than the PM since there are more games that sim overnight for the 1 game/day worlds.
