Stolen Bases Without A Hit Topic

I'm curious if anyone knows what MLB player has the most stolen bases without ever recording a hit. I've googled it, but haven't found the answer.

As a side question, I'm curious if anyone ever drafts a pinch runner and if so who they like to use.

not mention 0 plate appearances. The Designated Pinch Runner experiment really didn't work out well. HIs lifetime SB% was only 64.5% and it's generally thought that anything under 70% success rate actually hurts your team's run production (might be 67%, I forget exactly).
He was especially bad in the postseason; 0 sb in 2 SBA. Herb attended Michigan State University. He did end up with a baseball card as his likeness is in the 1975 Topps set.

Washington was the most famous - and extreme - of several players Finley tried in the role.  He first tried it, I think, with Allen Lewis way back in 1967. And among others, Don Hopkins, Matt Alexander, Larry Lintz, and Darrell Woodard all had stints were they used as designated pinch runners through 1979 or 1980.

I remember hearing about this. Wasn't Washington an Olympic sprinter?

I used Rodney Scott in a league as a pinch runner, I forget the year but he costs $244k and had a speed rating of 85 and was 7/7 in SBs. However the season is pretty deep and he only has one SB and has been caught a couple times. Hasn't been worth it. I would have rather used a PH or defensive replacement.

I may be wrong...but I recall reading in a forum sometime ago that WIS had a break point for SB, much like it does for pitcher ABs. I think that a runner has to have 13 SBA to steal as often as real life. I couldn't find the thread that mentioned it though...so I may not be remembering 100% correctly.

I think this is to prevent a guy who is 7/7 or 9/9 to steal 20+ on steals 5.
