How many games must someone who you have promised a start to actually start with no consequences. I promised one recruit a start buy my other pf is gradually getting better and I think I should move him to starter soon

Conventional wisdom seems to be at least 80%. He will start complaining if he falls below that, but nothing dire will happen if he ends up with at least 80%.

The key is to not let him fall below about 80-82% start ratio at any time during the regular season.  The promises don't apply to the conference tourney or beyond.  I prefer to stay safe so I would say the first missed start without effect would be game 6 and he'd need to start 21 of 26 at the end of regular season.
