$110 special is promised start + scholly.  If you don't want to then start him after he has accepted both the scholarship and the start, then for $20, you can offer both the "Inform of Redshirt" AND "Uninform of Redshirt" in the SAME cycle.  This will remove the promised start.  However it is highly likely that he will drop you from consideration since at that point, all you would of had effort wise is a scholarship offer so you'll more than likely need to offer some HVs or CVs.

This with my Yeshiva team...unfortunate I'm stuck hoping for $110 specials with A+ prestige but nonetheless, this strategy works once again for me

Is the start necessary? In my experience for all players (not just guys trying to sign for $110), a player won't consider a start unless he is already considering you.  The standard response is something along the lines of "thanks for the offer coach, but a start doesn't mean much unless I know more about the school).

Thus, for the $110 to work, the scholarship offer is really the effort that is getting them to consider you and the start is not needed.
FWIW, in the past, I've signed players for $110 with a call and a schollie.

from my experience, people won't consider a start if you're behind, but they will consider it if you haven't ever talked to them. I don't think I've ever thrown a start without a scholly, but I'm pretty sure a scholly itself wouldn't get them considering you, at least not early in the game. Now promised minutes won't be considered unless you are already being considered, possibly not unless you are already in the lead.

tarvolon is right. Players who have not talked to you or anyone (they're not considering anyone) will typically respond positively to promised start plus scholarship.
