How is it determined who gets the first pick v. Second round pick?

Last season's finish, worst to best; which is the same as assigned draft order.  So for example, if you have the 9th pick and another guy has the 14th pick, and a 3rd team signs type As from each of you, you get the better compensation pick.

however if you have 2 type A comp picks the 2nd will come after all other franchises have had their 1st comp pick
