Like the title says, does your international budget effect the prospects projected ratings that you see?  I ask because I just signed an international player who's projections ended up not even being close to what they looked like before I signed him.

My int'l budget is higher than my advanced budget though, so I'm trying to figure out which numbers should be more accurate.
