You need to FSS and see what the Word on the Street says -- if the player being considered by the D3 team is their No. 1 priority player, they could well have more effort invested in that one than the D2 player does (if the D2 player is, say, the No. 3 or 4 player Simmy is going after). It's not a guarantee the D2 has more effort in than the D3 (the odds are that's the case, but it isn't a guarantee), only FSS will give you an idea. Prestige is pretty much a non-factor at D2 and D3...I don't even bother looking at it. Dollars make the difference. 

Also, remember that Sim schools recruit as if they are 250 miles away regardless of distance. 

rednu is right.   The 'Word on the Street' will appear at 2:30 a.m. and 2:30 p.m. each day of recruiting. It'll be at the bottom of your FSS screen.  I never battle a SIm if the recruit is highly sought by them.

The WOS for the recruit the D2 is considering says 'some attention, but keeping options open'.
The WOS for the recruit the D3 is considering says 'he definitely leaning towards, but tells us he's not 100% sold'.

Are you coaching a D2 or D3 school?  The WOTS for the D3 kid is definitely stronger, but if you're at D3 and the D2 kid you want needs to be pulled down then money wise it's probably a wash, assuming both are relatively the same distance away.  If one kid is under 200 miles and the other is more than 200 miles away from campus, I'd probably go after the one that's under 200 miles since you'll save about 25% in cost.
