What is it with people signing up for a league and then not putting a team in it and holding the league up?

Especially a Theme league with certain rules and even particular players key to the theme itself. I understand people backing out but at least have the courtesy to let the creator of the theme know.

I'm not calling anyone out, just ranting a little this Saturday afternoon. I know this is just a game but at least show some responsibility.
