Can you ever change parks/move cities? If so, how do you go about that process?

You can change your city only as you roll into the next season.

If you're in a private world, inform the commissioner of your intent and ask that he send you the password after the world rolls.  Then, you can withdraw from the world and reenter with the password into the new city of your choice.
