how about we keep all (100%) of our rollover for the next season but we are only able to use it on Future Stars Scouting.  Basiclly have it stay in our budget til the new recruiting session starts then just have it disappear when our new recruiting budget is updated.  thatll still give coaches incentive to budget saving but wont have an adverse effect on the future recruiting session.

If I understand the update correctly, there won't be anymore FSS.

I thought the latest idea was to have two budgets - one for scouting and one for recruiting. So yeah the rollover just to your scouting budget could work I think.
