Does the guaranteed start and scholly offer recruiting strategy work on DI recruits?

Depends on the prestige of your school and how good the recruit is you're targeting.  I realize that's a vague answer but I don't have any prestiges/recruit rank #s off hand to tel you.  I just know I've had the $110 special not work at times when I was targeting better players.

Thanks for the input. If I jump on a recruit (ranked around 125 - I am a D+ prestige ) that is only considering a sim AI... Approx how many CVs will it take to knock off the sim? There's a recruit I've sent 9 CVs to and I'm not even being considered yet

It depends on the prestige of the sim, and how much he has put into him. Let's say he's a C prestige with 5 openings, and as everything invested in that player, it might be a while. But if he's a D- with 2 openings and considering 2 players, he would be relatively easy to knock off. Doesn't sound like that is the case though.

He's a D with 3 openings only targeting the one player. There's also another one I like that has a D school with 4 openings targeting 2 players. Advice? I really like these guys.
